“Plant your Rally Flag. Newly created units are immediately dispatched to its location.” — Tour Book
Summon Flag is a solo that spawns the rally flag to the avatar's location so that newly created units will move there after jumping off the Megastage.
The rally flag can also be picked up by any avatars of that same faction and moved to another location so that newly created units will move to the avatar. In single player, it can be found just outside The Cleave of the Impaler.
